Sorry to say it but the guy taking the video isn't even a little safer. Pretty hard to drive while keeping a camera pointed correctly and in focus. The whole country is full of a-hole drivers and they share the roads with US.
I think you're right. I just wonder how the driver with the book, kindle, and phone ever thought that is a good idea to do.
